The Heretic Cabal has many scattered "research groups" -- hidden enclaves of witches loyal to the vision of Arachnophobia -- throughout the globe. Many believe the heretics are just loosely affiliated remnants of Arachne's shattered organization, utterly lacking a central power base and strong leadership.
They'd be wrong.
Construction began on the large tunneler base fifty years before Arachne's return under the direct oversight of Mosquito, built with the intention of launching a surprise assault on Death City and, in fact, reducing much of the city to rubble with an underground bomb. That plan never materialized however as Lady Arachne had other plans, and so the as-yet unfinished assault tunneler sat in a hidden construction yard while Shibusen and Arachnophobia went to war.
After the dust settled and the war was lost, a small band of Arachnophobia loyalists rediscovered the mammoth vehicle. Knowing that anyone connected to the heretic witch would be hunted down mercilessly by both Shibusen and the Witches of the Mass, the survivors hastily refitted the tunneler as a hideout and retreated underground.
After more than five years, the remnants of Arachnophobia -- regathered as the Heretic Cabal -- are not content to simply hide from the world anymore. New leaders, witches and non-witches alike, have risen to take the reigns. United under a vision of continuing the work Arachne began in life, these new heretics experiment ruthlessly on anyone they perceive to be their enemies: Meisters, Demon Weapons, Kishin Eggs... but most of all, any unfortunate witch they can get their hands on.
To this end the tunneler base, dubbed 'Fey Cten' by its masters, has been and continues to be refitted to serve as a mobile underground research facility, training and deployment center, and arcane weapon manufactory. In true Arachnophobia style the tunneler is built in the shape of a vast mechanical spider, powerful drills built into its eight legs, mandibles, and the back of its abdomen to give it maximum mobility underground. While certainly not as big as Shibusen or Baba Yaga's castle Fey Cten is fairly spacious for what it is, able at 200 meters long to house almost a hundred people at a time with space left over for supplies, labs, and manufacturing. With the frontal command module (most of the spider body, sans giant abdomen) able to detach and operate solo the Fey Cten is able to hunt for ore and deploy teams to the surface without ever exposing the critical research and development sections to harm.
Inside the Fey Cten is rather like the insides of a military submarine. Narrow corridors are a constant issue; living quarters are spartan and often shared, and virtually everything in its construction is metal. A small shrine with some of Arachne and Mosquito's most noble personal effects has been set up in the R&D module and is regularly visited. The tunneler is constantly being upgraded and expanded as the heretics prepare themselves for war...
