If you're reading this, it means you've met the... qualifications, let's say, to staying here – that, or you've been a little too nosy. To ensure the safety of our small but strong species, all shapeshifters have been gathered here to live out their lies in peace so as to not be bothered by government, military, and other humans who would abuse our abilities.
Shapeshifters are generally brought in at the age of fourteen, when they shift for the first time, and will continue their education until they turn eighteen. The majority of the city is underground to remain hidden from humans, but a large portion of land is accessible to everyone within the limits guarded by soldiers, for your own safety, of course.
In order to keep our secret safe, no one will be allowed to leave others than the highest ranks. But don't fret; we assure to provide everyone with safety and closure so long as we remain unexposed – at least, that's what every high-ranking member of the city seems to believe. But lately, talk of rebellion has spread among the shifters, and some have threatened to run away even knowing how heavily guarded everything is. Everyone is just waiting for the pin to drop and break the shaky ground they walk on – or rather, under.

It is 2012 in Beika city, Tokyo, Japan, an overzealous Sherlock Holmes and Arsène Lupin inspired city where mundane life and the mysterious entwine. In this city, private investigators and police officers flourish with the high homicide and theft rates. Meanwhile, its average citizens enjoy everyday life as they focus on work, education, their families and building relationships, all while trying to conceal their own secrets that are just waiting to be revealed.
However, unbeknownst to its Japan’s citizens and government, an organization that has remained unexposed for presumably more than half a century controls the country’s criminal empire with an iron fist. From the contract killings and assassinations, blackmailing, robberies and fundraising for its private (and illegal) scientific research, the organization’s members consist of the world’s most skilled criminals – and this world’s very own version of Professor Moriarty.
Although the organization has remained unexposed to the public and law enforcement, America’s own FBI and CIA had somehow managed to discover the organization over twenty years ago. The hostility between the two agencies and the organization has increased overtime, not only due to the agencies own failures in their attempts to takedown and infiltrate the organization, but also due to the organization’s increased intelligence and determination to remain unexposed.
Based on Gosho Aoyama’s Detective Conan (Case Closed) and Magic Kaitou, both homages to Sir Arthur Conan Doyle’s Sherlock Holmes and Maurice Leblanc’s Arsène Lupin. We do not require knowledge of the series to participate – everything that you need to know is provided on the site for you, and (unless otherwise stated) original characters remain unaffected by series events, therefore making it easier for uninformed players to integrate. No word count. Uses real life play-bys. Encourages characters from all over the world and of any occupation. Accepts canons, adoptables and original characters. Allows players to create their own murder mysteries. Factions: The Black Organization, civilians, criminals, foreign government, local government, and private investigators. RPG Rating: L3-S2-V3 ((Rated R).
